I have often seen that people will end up staying in the same alliance that they were with when they first joined the game... Alliances are simulations of real-life teams, and if you're on the wrong team, your skills don't get utilized properly and you can end up not growing. Some questions to ask yourself as to whether or not you're in the right alliance might be:
1.) Does the leader communicate well?
The leader is above all things in charge of disseminating information to his or her team. A well-informed team is a strong team. If your leader is rarely online or you don't see them communicating in Alliance Chat, it may be time to find a new place to grow.

2.) Does the leader LEAD, or simply boss people around?
Early in the game especially, it is very easy to create an alliance and end up with 100 people in it within hours; this means that it's easier at the beginning to get stuck not with someone who is looking to grow their team, but, let's face it... someone who wants to feel important. Just like in life, a truly great leader is not in it for the title, they're in it because they're good at helping people communicate and work together. They should make everyone feel as if they're on a team and equally important, not that you're beneath them.
3.) Are you close in power and growth rate to your team members?
While "power" is only a superficial rating, it does come into play in that it's no fun being left in the dust to learn things for yourself while your team members are quite a bit advanced of you. It's best to be on a team where there are at least several people who are in your "league" and you can advance with... Think about it... If you have been playing soccer for 5 years and you get paired with someone who has only been playing for a year and told to play with them to grow as equals, you'd eventually get bored and perhaps even come to resent that person.
There are a lot of other reasons you may want to look into joining another alliance, and I'm sure others can list them there... here's just a few tips to get your started.
