Whenever you set a "rally", it ties up your troops and commanders for that rally. You can't farm, attack, or do anything else with those committed troops. Setting a "fake rally" or "ghost rally" in Mobilestrike is important, as it provides a way to keep your commander and other troops out of harms way while you're offline. It's typically the last thing an experienced player will do before he or she logs off.
Setting the rally is easy... Simply find a remote base (preferably an inactive or dormant base with a "basename" name or in a dormant alliance), and click "rally" then "8 hour". That's it... your troops are now protected for the next 8 hours.
Keep in mind that you cannot set a rally against an untagged base (a base which is not affiliated with an alliance) unless it is a level 15.
This is an excellent way to protect your commander especially from being captured and costs a lot less than putting up a shield... a rally is free!
Do it every time you log off to protect your commander and your troops!

You go to your current marches.
1. Map view (Where you can see tiles). 2. On the right there should be a blue square 1/4 from the top. 3. Tap it. 4. Cancel the march (there's a cancel button on the rally).

It's important to note that the way Helix described is the only way to cancel the rally... I had this question today on Alliance Chat actually, and people were wondering if it was a glitch in the system
