As the game progresses, resources can become more scarce, and usually that is caused by the fact that all of the resource tiles are not being utilized well. A resource tile needs to first be cleared of ALL of the resources on it before it can graduate or "spawn" to a level 2 resource and so on... Many people who are less experienced in the game or are maybe in a less organized alliance are not aware of this, and leave tiles with small amounts on them. I always am frustrated when I am in need of stone or another resource and looking around half of the tiles are level one and the other have 3,500 or 1,500 left on them.
Clear them all the way, all the time, and your area will get better resources. It may take a few times before the tiles will begin to level up, but be patient and it will happen. It's also a good idea to reach out to other alliances and players in your area and see if they'd like to participate in a "tile cleanup" event or something similar... it's a good way to give them the knowledge about why it's important to clear the tiles, and build a bit of rapport with your neighbors, without bruising their pride.
