I have been thinking it would be very helpful if there were a chart which helped depict attack package strategies... for example, if attacking a base with:
10,000 Soldiers (T1)
10,000 Armored Vehicles
10,000 Scouts
Which troop combination is best?

There isn't always a single right answer. You're right though. I'll add a few examples to the post to give some guidance.
If it was a 30,000 T1 troop attack against that I would choose 15,000 soldiers and 15,000 armoured vehicles. I would specialise my commander to favour those 2 troop-types in attack and max out troop health.
Due to the combat triangle, I wouldn't be penalised by missing one of the 3 (since the increased number of the other will compensate.

Well I think often people are tempted just to click the "Queue Maximum" button when there's a complicated mix of troops and traps... It would be nice if we could come up with some guidelines and even acronyms to help people remember.
